Training the chairperson

The chairperson must learn:

how to identify the key problems that cause bad meetings
how to fix those problems
...and how to get buy-in from others in order to diagnose and repair those problems

Training the chairperson isn't often enough, sometimes the chairperson alone cannot fix all the problems.
